General

  1. Does data on election security planning and strategies exist? If so, is it information consolidated at the national level?
  2. Is electoral violence information, such as incidents of violence, consolidated at the national level? If not, is it consolidated at any sub-national levels?
  3. Are there any legal barriers preventing CSOs from accessing security planning or electoral violence information from the government?
  4. What government body (or bodies) is responsible for maintaining and disseminating security planning and strategy information? What about incidents of election violence?
  5. Can you acquire other supplemental data, such as early warning indicators, demographic voter registration or census data, polling station information, and other geographic/spatial data to help verify and analyze the appropriate security deployment? If so, when and how?

Timely

  1. Is there a clear timeline for developing and finalizing electoral security plans? If so, what is it?
  2. Is data on incidents of electoral violence available immediately after it occurs? If not, when is it available?
  3. Do you anticipate receiving electoral security data with enough time to analyze it and report findings while they are still relevant? For instance, in time to include it in planned pre-election statements?

Granularity

  1. What level of detail will security planning information include? For instance, risk evaluations, deployment data, rules of engagement, training information, security budgets, meeting minutes, operational or strategic plans, etc.
  2. What level of detail will electoral violence information include? For instance, verified/unverified incidents, time, place, perpetrator and victim profiles, etc.

Availability

  1. What is the likelihood that all electoral security planning and election violence data will be available for free on the internet? Will at least some data be available online?
  2. If some data is not available for free on the internet, where can you find it?
  3. Will any data have to be collected in person, or can it be emailed or otherwise accessed electronically? If so, what data will have to be collected in person?
  4. Do you have to pay for access to any electoral security or election violence data?

Completeness

  1. Is electoral violence data, such as incidents of violence, collected in all areas? If not, why? Is national level data — if it exists — inclusive of all areas? If not, why?
  2. Are local security arrangements included in the national election security operations plan (should such a plan exist)?

Analyzable

  1. In what format will electoral violence data be available? Is this machine readable?
  2. In what format will election security planning data be available? Is this machine readable?

Non-Proprietary

  1. Is there any proprietary software associated with the electoral security planning or violence data?

Non-Discriminatory

  1. Do you have to go through any application or registration process to obtain electoral violence or election security planning data?
  2. Is there any reason some organizations or stakeholders would be granted access to electoral violence or security planning information but not others? If so, why?

Licensing

  1. Are there any prescribed limits to using electoral violence or security planning data that groups must adhere to? If so, what and by whom?
  2. Do you have to agree to any terms of use before accessing electoral violence or security planning data? If so, what and by whom?

  1. Are you able to access electoral violence data from previous elections? If not, why not?
