General

  1. Is electoral boundary data centralized at the national level? If not, at what sub-national level(s) is it consolidated?
  2. Are there any legal barriers preventing CSOs from accessing electoral boundary data from the government?
  3. What government body (or bodies) is responsible for maintaining and disseminating electoral boundary information?
  4. Are the following pieces of information available: 1) approved and final boundary maps, 2) population data for each electoral constituency, 3) determined number of representatives for each constituency (particularly in the case of multi-member districts)? If not, what is not available and why?
  5. Does any government data exist regarding the legislative or public debate in determining electoral boundaries (if applicable)?
  6. Can you acquire other supplemental data, such as demographic voter registration or census data and other geographic/spatial data to help verify and analyze boundary data? If so, when and how?

Timely

  1. Is there any reason why electoral boundary data would not be available immediately?
  2. Are there any challenges to electoral boundaries that could alter the data? If so, what is the estimated timeline to rule on those challenges?
  3. If the boundary delimitation process is currently ongoing, how long does the responsible body predict it will take?
  4. Do you anticipate receiving electoral boundary data with enough time to analyze it and report findings while they are still relevant? For instance, in time to include it in planned pre-election statements?
  5. Will data regarding any challenges to electoral boundaries or the delimitation process be made available in a consolidated format following the appeals process? Or simply reported as they occur?

Granularity

  1. What level of detail will electoral constituency maps include? For instance, GPS coordinates?
  2. What level of detail will electoral constituency population data include?

Availability

  1. What is the likelihood that all electoral boundary data will be available for free on the internet? Will at least some data be available online?
  2. If some data is not available for free on the internet, where can you find it?
  3. Will any data have to be collected in person, or can it be emailed or otherwise accessed electronically? If so, what data will have to be collected in person?
  4. Do you have to pay for access to any electoral boundary data?

  1. Will data regarding all electoral constituencies be made available together (for instance, in the case of multiple legislative houses or local/state/national elections)? If not, why not?

  2. Will data regarding any challenges to electoral boundaries or the delimitation process be in a consolidated format? Or reported by individual instances?

Analyzable

  1. In what format will electoral boundary data be available? Is this machine readable?
  2. In what format will constituency population data and political representation be available? Is this machine readable?

  1. Is there any proprietary software associated with the electoral boundary data?

  1. Do you have to go through any application or registration process to obtain electoral boundary data?
  2. Is there any reason some organizations or stakeholders would be granted access to electoral boundary information but not others? If so, why?

  1. Are there any prescribed limits to using electoral boundary data that groups must adhere to? If so, what and by whom?
  2. Do you have to agree to any terms of use before accessing electoral boundary data? If so, what and by whom?

  1. Are you able to access electoral boundary data from previous elections? If not, why not?
  2. Will access to electoral boundary data during this election “expire” at any time?
