General

  1. Is the electoral framework, including the election code and any amendments, consolidated at the national level?
  2. Are there any legal barriers preventing CSOs from accessing the legal framework from the government?
  3. What government body (or bodies) is responsible for maintaining and disseminating election framework information?
  4. Does any government data exist regarding the legislative, judicial, or public debate in determining the election law(s) or subsequent amendments?

Timely

  1. Is there any reason why the legal framework may not be available at present?
  2. Are there any challenges to the electoral framework that could alter the data? If so, what is the estimated timeline to rule on those challenges?
  3. If the electoral law drafting or reform process is currently ongoing, how long does the responsible body predict it will take?
  4. When will non-legal regulatory data be available, such as Codes of Conduct or procedural information?
  5. Do you anticipate receiving electoral framework data with enough time to analyze it and report findings while they are still relevant? For instance, in time to include it in planned pre-election statements?
  6. Will data regarding any challenges to the legal framework (if applicable) be made available in a consolidated format?

Granularity

  1. What level of detail will legal framework information include? For instance, specified amendments or court cases?

Availability

  1. What is the likelihood that all electoral framework data will be available for free on the internet? Will at least some data be available online?

  2. If some data is not available for free on the internet, where can you find it?

  3. Will any data have to be collected in person, or can it be emailed or otherwise accessed electronically? If so, what data will have to be collected in person?

  4. Do you have to pay for access to any electoral framework data?

Completeness

  1. Will all data comprising the election legal framework be made available together (for instance, party laws, constitution, election, code, court cases)? If not, why not?

  2. If separate or additional state or local laws exist that impact the election framework, are they all available?

Analyzable

  1. In what format will electoral framework data be available? Is this machine readable?

Non-Proprietary

  1. Is there any proprietary software associated with the electoral framework data?

Non-Discriminatory

  1. Do you have to go through any application or registration process to obtain electoral framework data?

  2. Is there any reason some organizations or stakeholders would be granted access to electoral framework information but not others? If so, why?

Licensing

  1. Are there any prescribed limits to using electoral framework information that groups must adhere to? If so, what and by whom?

  2. Do you have to agree to any terms of use before accessing electoral framework information? If so, what and by whom?
